Community Development Block Grant Disaster Recovery Fund

We are putting people first in developing programs funded by the $813 million awarded to Pinellas County by the U.S. Department of Housing and Urban Development (HUD). These Community Development Block Grant Disaster Recovery (CDBG-DR) funds will support long-term recovery for our communities hit hard by Hurricanes Idalia, Helene and Milton.

Recovery Action Plan—What’s Next

After hosting meetings with hundreds of residents, businesses and municipalities and collecting more than 3,000 survey responses, Pinellas County has submitted a final Draft Action Plan to HUD for review. You can view the full Action Plan including an appendix summarizing public comments here:

Once the plan is approved, we will begin rolling out recovery programs this fall. Stay up to date on program deadlines and requirements by texting RECOVER to 888777 or by signing up for email updates.

About the CDBG-DR process

CDBG-DR funds are designated to primarily benefit low- and moderate-income households and communities. They will be used for unmet needs, the long-term recovery needs that remain after considering all other recovery sources such as FEMA, SBA, insurance, etc.

The County collaborated with cities, community partners and residents to identify those unmet needs, including rebuilding homes and businesses, help for renters, restoring infrastructure, and storm mitigation in the most distressed areas. The Action Plan is the County’s blueprint for how its CDBG-DR funding will be used for recovery and mitigation programs based on existing unmet disaster recovery and mitigation needs.

We want to help you get back on your feet and stay rooted here in Pinellas County following the devastating 2024 hurricanes.
